Nah - apparently the servers are all being re-booted. (This is according to a thread in the Steam forums.)

open the game directly from your drive (rather than through steam - library) and it still works ;-)
so just go to
whatever drive / programfiles / steam / steamapps / common / company of heroes / executable
I played it while my steam told me it was not installed
