Fixed the bug in the FIFA17 cup by adding penalties to the rules. The cup will now generate as usual - but remember we can't actually have penalties in FIFA because of the way EA have implemented multiplayer (so we'll need to replay any draws).

Yes. And it was, indeed, in vain

(Actually, I changed all of the starting ranks for the teams to reflect how strong they are in real life.)
